Quick question about centaur elite

Does a centaur player need to invest a skill point in cavalry to make use of the centaur elite's cavalry bonus?

"Each Warlord gives a bonus of 1% to the Cavalryman skill, up to a maximum total skill (all bonuses included) of 50%." That is the guide's statement on it. I am not sure how to interpret that.

i think you should look at this case. i feel that the mod in charge of the case isnt impartial in handling it.
