Just tossing out another suggestion. Maybe we can have an option to refund 50% of assigned books in a category back to the general pool so we can reassign it elsewhere. Can be used to have an early age build and some flexibility to adjust a province later on to correct mistakes or adjust to something. You can give it limited uses or time locked in some way if you think it might be abused.
