Province Creation Suspended

As we continue to formulate strategy and fight the good fight against scripting we will evolve and refine our approach.

With this in mind and after an intense session of removing numerous provinces only to see new ones pop up Sean and Brian have with my feedback decided to disable province creation, while leaving creation via kingdom invite or reservation (ie. after you get killed) intact. This an idea raised by a few of you and it just makes sense for now.

Just in case an innocent new player is in danger of becoming a casualty of the conflict, a message should display when trying to create a province urging the player to seek an invite from a Monarch (either one they know or via the recruitment board).

We've added 5 new invites in light of this change.

As always we will continue to be flexible.
