Age 54 Changes format question

Just to clarify, if a feature for last age isn't mentioned does it still exist next age?

Eg, the sage doesn't mention the books per acre and lowered costs/time:

+ 25% Science effectiveness
-66% Losses on Learn Attacks
Immune to The Plague

compared with last age:

* + 20% Science effectiveness
* - 20% Book Costs
* -20% Research Time
* -75% Losses on Learn Attacks
* Every 4 Acres of land produces 1 Science Book per Hour


Does that mean it no longer has it or there are simply no changes to it?

If its not listed they don't have it
