Prosperous stance question

The main difference will be: Attacks into Prosperous will have no gains penalty; Attacks while your Kingdom is Prosperous will have reduced gains of -20% (instead of -50%) and scientists will gain experience during Prosperous."

What Im wondering is if new scientists will spawn in Prosperous stance, or if "gain experience" means that only the ones you have will be leveling up. Can anyone confirm how this will work?

I just received one in 2nd tick of Prosperous stance. But I'm not sure about the percentage yet.

We're in Prosperous right now and my Sci Generation went from 15% to 30% over 2 ticks.

Yes they will spawn. The recruitment of new scientists should be considered scientists gaining experience. Nothing related to science is halted as it was previously during fortified
