Autoremove newly created inactive provinces

One of the more annoying parts of being in a small, newly formed KD is dealing with the provinces that are created but never "used" - in the sense that whoever created it never talks, trains/builds up or returns again after creating their province.

And while there is several options to dealing with these provinces, you have to spend resources and time to get rid of them.

So my suggestion is that provinces that are created but where the owner never trains/builds up nor logs in again after creating the province, simply collapses when protection time expires.
