Always keep in mind that the numbers displayed by these operations are not accurate and can be out by up to 25%! Nevertheless, sending more thieves when conducting the operation will highly increase the reports accuracy - up to a max 3% inaccuracy
Troops out on a som is 100% accurate for whatever reason... So you can use that information combined with a sot to get easier intel. (SOT is much easier op then SoM) So I would recommend doing a 20% thief sot, and then a 10 theif som. Adjust troops out using Troops from sot - troops out from som.
Oversend 7% on hits to take into account ~4% random ME factor and 3% Intel random factor.
So does 20%+1 count for Surveys aswell?

I think you meant 20% of YOUR TOTAL THIEVES, not TPA.
But anyway, 20% of your target's thieves would be a better way to do it. It adds a bit more realism. And it really sucks when you have 4,000 thieves and have to send 800 of them on an undead with 200 thieves and fail, losing 40 thieves.
Who fails with 4k versus 200 thieves?
Maybe the undead is at 50 acres?
