you'll need at least 11.5% rax for that attack time in war (after 12h):
Attack Time = Base Attack Time * Race Bonus * Personality Bonus * Barracks Bonus * Quick Feet
* Anonymity * Stance * Attack Type * War * NW Mod
Base Attack time = 16h
Race Bonus = -30%
Barracks Bonus = -10% (for 11.5% rax at 100% BE)
War = -10% immediately and fading in over 12h to -20%
So this gives you: 16*0.7*0.9*0.8 = 8,064
Thieves Dens and Training Grounds would have to fluctuate to accommodate getting said WPAs. I would be looking at swinging from these builds, or something in these ranges. Trying to maintain the threat of attack as well as Above Average WPA and TPA, optimally... obviously(thats what we all want, I guess).

8 Hour attack times, Heavy Attacker with back up Greed/Riots, Vermin/Droughts on other attackers (very minor role)
