I can say from experience that taking intel as a cow is a complete pain. Usually we just take 1-thief soms with the cow and leave sots for smaller provinces. But if you don't have someone to get intel for you it's very costly. The CB system is broken in this way because having more thieves greatly increases the cost of taking intel.

Well, csarmi is more or less an independent with little backup. Most of this age he was part of the ghetto cow alliance that played quite dirtily against rage and mercy early on. Expecting absalom backup after he chose his friends from anti-abs is rather a stretch. Absalom acts to protect ourselves and our allies and sometimes our friends; we did nothing when Acres was wrongly gb'd earlier this age or when simians farmed miker into his ghetto war last age (unless you count sanc waving simians later as payback). Like csarmi, they are not in Absalom nor do they have any formal deals with us.

Other kingdoms who are in range of simians core are much more numerous. If I were csarmi I would find someone willing to engage their kingdom while he takes out the cows, once he comes oow. However although many kingdoms in range may dislike simians, I doubt csarmi has close ties to any. And of course these kingdoms can do nothing against the cows without csarmi's help.
