I have believed for awhile now that something should be implemented in-game to allow players to review recent magic and thievery operations. This would greatly help transition of informaton into Utopia Pimp and would carry over almost every positive aspect that reviewing your recent news brings to the game.
Just add the target province's name to all ops and spells.
increase income in general, 50-100%
remove topfeeding caps
double specs\building credits generation
in war, you also get elite credits
in war specs\building creds are again increased
remove honor decay, increase honor generation
increase the overpopulation cap from 115% to 150-200%, you can attack\op till that point also, maybe make war spoils availible to all at 150% pop
remove honor decay in end of war ceasefire, make all buildings free to build in those 24 hours, increase birth rates drasticly
improve armouries reduced troop cost modifier
increase hospitals troop loss modifier
possibly give orc no combat losses on ambush and 50% ambush protection, give them a choice other than warrior
remove increased death rate for topfeeding
lower the number of troops needed to kill a dragon greatly, war needs to have some beneficial properties
bring back increasing daily acre bonus, like it was for a while, and everybody grew nicely,
week 1, 5 acres per day, week 2, 6 acres per day, week 3, 7 acres daily bonus, and so on, get a bit more acres flowing into the game, theres not the massive pool of nubs there once was exploring\dicing always, that funnelled its way up, most players know what they are doing these days and dont sit generating acres :P
be nice to get a general growth trend up across the board again..

What ever changes are made they need to encourage wars and discourage province killings and gangbangs.
To many new players enter there first war and get gangbanged. Then go inactive and never return to the game.. This cost the game players.
Do not weaken the T/M aspect of the game as this gives players more choices than just attacker or hybrid attacker. I do not play T/M and haven't years, but I still do not want them to be made obsolete either. In fact they need to be strengthened a little.
definately do not weaken LL it is pretty weak as it is.
more moves, less trades. Hunting down people who quit the game to beg them for their account should NOT be part of the "fun" Encouraging people to play and join up should. I got a couple people atm just sitting around NOT playing Utopia waiting for a "spot" to open in my KD while I don't even have 25 players.
Undead. make bets on how many people mention it, snicker behind the curtain at us.. but you want people to come play utopia who used to play it.. one word.. Undead. They liked it. They played it. They left when it was gone.
Meteor Showers. Don't regulate to only one personality. Either give it to two or else make a new spell that is just as good and give it to a different group. Dont nerf it, war is too peaceful already.

Nothing against that King, I have been forced to resort to it too, but that is this is needed is silly. Its war, not freaking hide and seek.
Speaking of war, drop the honor loss per day of war. it doesn't achieve its purpose.
Show prov moves in paper just like defections. Fix the paper bug while you are at it.
Game is so balanced its edging on boring.. Shake things up a bit and make some people cry about random nerfings. ;)
get rid of Artisan.
- Show thieves being trained from SoMs, I think they are not being shown when you SoM an enemy province. (Please correct me if I'm wrong though.)
- Make a new spell or thief op that reveals enemy prov's number of wizzies, this should work like an infiltrate. Til now, there hasn't been a way to at least roughly identify or estimate how strong your enemy prov's mage power is.
- Undeads and Avians are cool. ;)

make it so if a province is inactive for lets say 5 days and is about to be deleted put i under the monarchs control to let him put in an active player in that spot instead of killing off a province
if you want have the province start over from scratch but at least the kingdom wont have to suffer bc some one doesnt want to play anymore
The concept of just giving whoever has a problem an economy boost is a simplistic solution. Doesn't mean that the use of it ingame is simple. I accused him of having a too simple solution, not needing a more simple one.
How is 50% autofail hard for anyone to understand? You can just tell them that anyone who ambushes an orc will fail half of the time. Is that hard? In the guide you could write something like "Orcs have a very keen sense of smell, and as such they are very hard to surprise. As a consequence, 50% of ambush attempts on orcs will fail". It even makes sense that ambushes don't only have to do with amount of troops. The execution of it is just as important.
Free draft is also easy to explain, but it's harder to explain how to use it in a proper way because it differs in different situations.
