It seems inevitable when trying to help a ghetto. For every bit of progress you make, something pushes you back. Unless you're very lucky of course. You need the luck to avoid those unforseen events knocking you back all the time or you'll never really get anywhere. If you don't get that luck it does get very frustrating.

I agree Osiris, it's a really tough spot. You do need need luck, for sure.
