Actually WPA tends to go down during war. Everyone is gaining land from the explore pool, people fail the difficult war spells and even fail self spells while guilds are under construction or reduced for their war strat.
You've just said that the enemy will be chaining, I can guarantee you that that does wonders for the wpa.

And you want the entire KD to run Mystic A/Ms with the same wpa? I think you'll find most KDs are running some warriors for better attacks and maybe a WH for bringing down unbreakables.
You don't have to be a mystic to have a good wpa. You said that there'd be "heavy attackers" on these boards that usually means T/M target, not a very good strat.

And any in KD containing DW, if the enemy can MV off the fog then the DW will be a big target because its a strong attacker, possibly suiciding. In a full KD of DW the enemy will be trying to MV off the fog on whoever the hit.
So in a KD that can reliably MV, they will be MVing the same amount on a full DW KD as a part DW KD, assuming they are chaining attackers first :P
It is not certain that dwarves will be the first pick if there are other races to choose from, personally I might be reluctant to go with dwarf because of the rising WPA problem. It depends a lot on what the other races are and the KDs involved etc. But yeah, KDs with very good magic abilities can be annoying for dwarf KDs.

If your only running a few DW and they're all mystics, then people may well not bother MVing them, which makes the DW even more useful. But if the whole KD is DW/Mystics I dont think they will fare as well on the attacking front as a mixture containing DW Attackers, which was my original point.
How would it be tactically sound not to bother MVing the dwarves?
