There is no cheaters, there is bugs. But OMAC is too busy to even answer why. Shame on them, that ruin one of the most popular game few years ago ...
When you lose 7+ provinces to deletions, someone was really breaking the rules.

If someone was wrongly deleted they can attempt to get reinstated. More likely most of them just thought they wouldn't get caught. If they genuinely cheated there doesn't need to be a reason because they broke the rules - that is the reason.
