I'd like exploring to be the same as oow, at least during eowcf if not during actual war.

Reason? Ghetto monarchs would have an even harder time getting explorers to fight in wars if they could just grow without getting involved
You can be involved in a war without attacking. Explorers can contribute with dragon stuff. Why enter a war in the first place with an exploring prov that you aren't comfortable with?
Exploring in war would help to build unbreakables. It would immensely help out chain victims.

I still think having exploration be really cheap up until KD-average is the way to go. Once cores get to 2500+ acres getting chained, or starting a new province is gunna be a real hassle.
Since war now has a defined goal, namely having twice the nw as the enemy kd, I believe some of these penalties should be changed. Since a war win now gives you a nice chunk of science, there's no need for the science penalty to be lifted.
However, I think something should be done with Paradise and Exploring. There are two ways of achieving the goal of a war, typically a combination of both...
1. Damaging the other kd and dropping their nw.
2. Securing your own lands and maintaining a dominate position.
With war having the defined goal, I believe #2 should be more embraced. Paradise should be available. If I want to use my mana on dice and help my own prov, that's a tactical choice. I also think exploring should be less penalized. Maybe half of the current penalty.

Thus dice != fake war, since you are trying to win. Thus both sides try to out-explore/dice the other. Thus it's the land/NW chart... without fear of damaging hits from anyone except 1 other kingdom. MD is useless beyond the max MO of the other kingdom, and MO is useless unless it is cheaper than exploring... exactly the effect that happens at the top, except you don't need to beat out the whole server, just the biggest guy in the other kingdom.
Sustainable grow + protection from main server = abuse. Tinkering around the edges is fine, but changing the core concept to allow sustained growth breaks the game.

In an easy war especially early people would launch banks. Aid + the huge bonus pop etc. at WD. Then 4 days to pump your bank and explore it?
Paradise I am ok with being available during EOW CF to make warring less of a penalty for top, but explore should be 2x cost for the entire war. It is still cheap enough to explore a province under 500 acres, but it makes it unpractical to explore a large province up.

Explore should always be double cost.
There is a reason for them... war provides protection against the rest of the server, even if the war you're fighting is a legit war. There should be limitations on how much a kingdom can do to pump while they're thrashing a kingdom that refuses to surrender out of stubbornness... already, such wars provide huge gains for the dominating kingdom.
You should be spending all your resources to destroy the enemy kingdom. If you're drafting sci during war you're doing it wrong
I think those limitations where 1st brought here to prevent fake pumping wars, and I think they should stay there for war time, for the same reason. However, atlleast the explore/paradise penalty should be lifted in EOW CF time, to allow people that got waved to recover faster too.
You can easily lift them by exiting eowcf.

Landro, you cant "punish" the whole kd (taking everyone recovering time) for 2-5 waved down provinces.
Maybe allow cheap explore/paradise to those under a certain size (average kingdom acre size or so...). ?!

Seeing as things are being debated what about allowing the larger provinces to send their acres for free to the lower acre provinces through aid at no cost up to the kingdom acre average. This won't create any new acres but will shift/stabilize the kingdom to get more war ready faster. Ofcourse if applied it would only be available during EoW CF time frame. Just an idea.
Lets say the kingdom average is 2,000 acres and you have a 3,000 acre province along with a 500 acres province the 3,000 acre province could send 1,000 acres (max) to the 500 acre province at no charge putting that province to 1,500 acres. Then the province who received the acres could only get another 500 acres. Once at the kingdom average for either province they can't shuffle acres around.
