Must say the word "planner" is a bit deceiving. If you for instance take into account preparation/CFs Mango would easily come out on top.
Are we talking planning and preparing individual wars or a series of wars?
If we are talking series of wars and quick victories it is probably whoever leads some KD like monkeys or someothing that get 8+ wars every age.
If we are talking individual wars, then the above posters are listing good candidates.
Of course, none of the above posters would list flogger because they are upset with him at the moment, but I would argue that he is at a minimum the one with the most guts. Case in point, giving button to full avian KD with massacres in a top war?! ACK! I know I would never have the cajones to do that. Ghettos? Sure, but against someone who I know knows what they are doing, no way ever.

I'm an advocate for only looking at kingdom pages after declare.
Kotty in Settlers is fantastic. He can pump out war after war and always pull out solid and diverse strategies that are effective against most KDs. He's gutsy enough to war at a disadvantage.
He's probably not well known because he doesn't dip into the forum drama.
Looking solely on warcharts for the past few ages some kingdoms top or appear more often than others in the top, those I've noticed looking over those charts are Confession of Lotus, Bravehearts, Noobs and Monsters Enta, amongst the current top kingdoms with good war scores are Divinity, Barcoloco and CR (appologies if you think I missed some, only bothered to go back to age 68 looking for kingdoms repeatedly making the charts).
Now I have no clue who leads half of these kingdoms and no connections to any of them, also roles may have changed over time. But surely looking at results alone anyone leading wars frequently for any of these kingdoms would be a good bet for a top 3 war leader, that is not to say they can't be beaten or outsmarted and some would likely be better at some aspects than others. I just think that repeatedly achieveing good results on the warchart should be taken into considderation when discussing who is best to lead wars. Good for you if you beat one or more of them on some occasion, but winning a war does not mean you can beat the same kingdom on any occasion, sometimes circumstances is a huge factor too.

Good strategists are a rare commodity. There are those who can run a logistics war soundly, and many more who function soley on surface logistics. To be honest, I see aspects of brilliant warring in fragments but never the whole package. I know a lot of guys say it's all logistics, and to some degree it is..until you see them war in the convention I've seen hundreds of wars.
Most of it has to do with the methods many war leaders get accustomed to, like chaining or FBing. While I'm sure the nifty stuff goes on up top and I've witnessed it on brief occasions, I've also seen some savvy work in the ghetto. You have to get them to shine by presenting them with a challenge. It's kind of funny, like they accidentally exhibit their true nature. Once you both realize you're wrestling for particular objectives you get to see their pressure game. It's just a few guys in certain kingdoms, but I love seeing these multi-stage thinkers in war.
A lot of the good leaders are not running single branded kds for periods of time but have experience in getting a few good ages in, relaxing, then repeating. There's a reason why at the top you see the same names repeatably. Probably take any leader of a top tier war kd and call that person a top war leader. Also a mediocre leader with a fantastic core can get WWs, so it's hard to say definitively what = best.
What I'm saying is the dwarf dynamic is the no-brainer choice that avian had been in past ages. Any time you see the a build levy AKA
8/9 elite = one point higher than any other elite means you can edge the combat exchange
Mystic Aura = enemy auto-fail
Free Build with BE bonus, plus 3-8 tick build times = all cores with the exception of avians can't contain economics through military.
This means non-dwarf core kingdoms can be successful vs dwarf core only through judicious engagement, all things being equal. In other words, to defeat a dwarf core you have to go old school and beat them before declare.
Now I realize Settlers or any other war kingdom might engage a dwarf core kingdom just for fun and posterity. It's a worthwhile venture.
Didn't even mention GA as this equates to a mild overkill. You can hover in nw range if you know how to zone, but most don't. Thus.

thats just a lie. you cant come close to those numbers. "best war planners" and you name yourself then claim those #'s.
That is, to hit 300 opa, 450 dpa and 150 dpa army out u need 20% tg, forts at 105 BE and enough stables to cover like 20 epa.
Boom thats 65% of your land. Consider then u still need farms/guilds/towers and maybe homes?

lets go 1 tpa to be stupid..
450 dpa = 1.655* (30.2 epa) (20% forts, 1.1 ME science, barrier, max wages, mp)
30.2+1+5.5=36.7 pop/acre without peasants
36.7 pop/acre /1.15 for homes swap / 1.15 max science/1.05 pop honor
=26.43 pop/acre. lets say u have even .07 ppa/acre after homes swap u need 14.3% homes in your build.
So basically your saying
So your at 79% build w/out farms/guilds/towers/hospitals/rax........ and drafted to 115% draft rate with 0.07 peasents on MAX wpa/be/pop science and 10% me science is "properly pumped". oh yea and you have count honor.
No prov in the game is hitting that, probubly even all age. a more reasonable build even with max numbers as the "best" prov is more like
knock out 10% forts/tg stables to get a reasonable build that drops DME to 1.55, 1.42 ome and put yourself at 2 ppa when 115% pop

250 opa army out.
50 dpa less army in, 50-100 opa less, and still requires one of the best provs in the game right now
