Draft slider

Right now, we get 4 levels of drafting with incremental prices and drafting percentages determined by a non-linear formula. The draft system works fine, for the most part, but you’re confined to those 4 (8, if you count having Patriotism cast) levels.

My proposal is very simple: instead of having these draft levels, give us a slider* so that we can set our own draft rate using the same formula. Draft works by offering a certain amount of gc per soldier and getting a certain amount (percentage) of soldiers back; it would be feasible to just set a number (gc/soldier) and have the advisors tell you what percentage of the population that would draft.

This also has the benefit of letting you see, in real time, the effects of patriotism and drought, and adjust accordingly.

*a slider would be cool, but it can very well just be a number, like we do with wages.
