UD prisoner to elite conversion rate?

Hey I was wondering what the conversion rate of prisoners to elites for UD is?
I haven't been able to find it anywhere.

if it is the same as when it was introduced I think the conversion rate would still be 3% each tic, and at 33 prissiners no more will be converted into elites.
