Like rituals, there should be a dragon send button to let the dragon be sent.
Underfunding/overfunding dragon could be an added feature, though I'm not sure anyone would ever use it if the scaling isn't linear.

I personally prefer the autosend function of the dragon. It means that the stewards and monarch can be asleep and the dragon can still be sent. To prevent sending, just fund it using 1000gc increments and leave 1gc.
