Opping into someone's war and opping out of war your does NOT give meter points.
Not sure about attacking... but likely same problem.
.... EDIT: found it that it shows up AFTER war is done, is there a way to see it during war?

Also keep in mind the meter decays still even tho you won't see the meter until after the war stance expires.
