I am a Dwarf and I absolutely hate the +1 off spec. It should be -5 imo.
let's not only give dorfs free building and a huge BE bonus, but the best army oop as well!
yeah, dorfs dominate the early age, and do quite well for themselves later on.
it's entirely possible to use a specialist offense for a while, or mix elites with specialists. saves alot on costs, so you can invest more into science and other such fun stuff. plus it helps alot in war, where most provinces won't be able to pump elites.
Dorf's problem was always that they were slow to get off the ground. No more. But they can still be taken down by other races thankfully.
MV => recast fog => profit
... It's really really really REALLY hard to recast fog before the first hit. Top KDs have provs waiting to hit, and as soon as the fog is MV'd off the hits are made in a matter of seconds. You can sometimes fog in the middle of the chain, but that's assuming you're online when they're chaining. By the time someone calls you to tell you you're being chained the chain is usually over.
I'm on 24/7. No call necessary.
Anticipate MV => F5 F5 F5 F5 F5 F5 => See MV => Tab over to self-spell page which is already open and Fog is already selected from the drop-down => Cast => watch several non-dorfs eat +3 hour attack times in a matter of seconds => pat yourself on the back

The off spec is one of their best selling point.

Controversial maybe, but true.
Drafting soldiers at 34gc each, +50% spec credits (hello +1 off spec), 10 hour training time in war, -30% wages. Plus the usual dwarven goodies of free building, fog, +30% BE.
Easily the best combination for your economy during war. Brutal.
You artisans can keep your overkill BE and shorter construction times, they just don't compare.
