Utopia INTEL submitting provision

Hi,

The intel submitting provision is a great update for third party intel sites. However, it would be very helpful if one additional control is added to the same.
Earlier, when we used our custom extensions to submit intel, we used to limit the frequency of intel submission to limit the number of requests to the database server. However the current setup requires database access per page refresh, which is a lot of useless data. Is there some way you can add a switch to limit the frequency with which the data is submitted per province(Example once per 1/3/6hr or login whichever is later).
