Hostile meter decay rate

Hey guys, I'm wondering if anyone knows, Does the decay rate for points on the meter round up, or round down?
For example, the decay rate is 16.666% of the points on the meter, or 2 points, whichever is greater.

Let's say the meter is at 17 points.
16.66% of 17 = 2.83 points

Will the meter decay by 2 points or 3 points on the 1st of the next month?

i believe its a rounddown situation, at 17 i would expect to see my meter stay hostile (15) after the 24th

Just discovered firsthand that Rattlehead is right. The game rounds down to the lower whole integer.
