My income last tick was 7377. My wages were set to 100%, totaling 6788+40.5(I have Ms right now) so 6828.5. After tick I went to attack and it showed wages paid of 7377. Which caused an unable to attack due to not enough income for passing military.
To come up with that 40.5 I took the calculations for ospec+ dspec * .5 and added to elites * .7.
