As long as Sanct took first action then AMA had perfect justification to claim that they were in a hostile.
If AMA waved Sanct after Havoc Sent notice then AMA are stupid and just doublehostiled themselves, Havoc can hit when notice expires regardless of status between AMA & Sanct.
If AMA waved before Havoc could notice then Havoc would need to sit and wait for that to resolve if notice clause existed (which I'd assume it did). Considering that sending a notice is significantly faster than waving it's extremely unlikely to go down this route.
So in the end if Sanct had just sat tight then Havoc could legitly have gone ahead regardless of AMA's actions(barring some extremely slow noticing by Havoc). But since Sanct took actions which very obviously seemed like coordinated alliance action, especially since ASF very vocally defended it, it's a clear 2v1 alliance bull**** move, that set some really really stupid precedents.
