Peasant Growth in EOWCF Capped at 500/Tick?

My province has gained exactly 500 peasants/tick for at least the last 7 ticks, despite being thousands of peasants underpopped. While I am heavily drafting, the draft only amounts to about 300 solds/tick. Moreover, my Houses percentage is fluctuating each tick thanks to lots of incoming Explored acres, so I don't believe this is a matter of just happening to luck into an identical growth rate.

Is there some sort of hard cap on peasant growth? I'm SURE I've seen ticks of 2K+ peasant gains during EOWCFs before.

Additional note: I tested turning draft off, just in case I'd hit some sort of mathematically infeasible tipping point on draft rate vs peasant growth rate, but I still gained 500 peasants this tick.

500 peasants/tick is the minimum you can gain during EOW; your peasant growth is not high enough to generate more than that.

In the most recent age changes, we reduced the EOW BR bonus after 36 hours of EOW. That is likely the cause of your confusion.
