Homes % and BE - tells me something about how high the province is drafted
Armouries (and Banks to a lesser extent) - tells me what the province expects to be doing
Untrained soldiers are an obvious one (unless there's a reason for that province to have them)
What about PPA?
Resources. Things like gold, food, runes, soldiers, all should be considered.
Military- offense per acre and defense per acre along with tpa and wpa and ppa as well here.
Build- a good build is important to be ready for any siituation.
I took the question to mean "ready" in a more dispositional sense, and less in an objective sense. If I were assessing internally, I want to know:
1. Draft % reached and whether it's all trained
2. Whether build is in place
3. How my TMs ratios look
PPA is just the inverse of looking at Homes and BE, I guess.
"Ready" could mean very different things.
1) The player believes that his/her provinces is in top war condition.
2) The province really is in a condition that could realistically compete against an opponent if the player logs in and tries.
3a) The player will explore/dice/capture more land and further deflate until attacked by randoms. Waiting longer will only make it worse.
3b) The player will be bored and waste more military, thieves etc. on random fights and retaliations if a war does not start so the war might as well start sooner rather than later. Waiting longer will only make it worse.
4) The players are threatening to defect or elect a new monarch if a war does not start.
5) The monarch does not care. (S)He really just wants to know how many provinces are going to look at the forums and see if there is a plan. Not much point in writing a plan if no one is going to read it or follow it.
I assumed "ready for war". You could be ready to pump science for example.
Most players have a set of buildings they like to use for pumps and a different set they use for war/hostile. You probably want to know if buildings have been converted. It is especially relevant if your kingdom is in fortified stance and the monarch/steward is going to drop fortified stance. You could hold soldiers+gold and put them into training a few hours before leaving fortified to save wages. Construction is cheaper and new buildings come in faster if you build before fortified ends.
Some provinces drop wages too. It takes awhile for military efficiency to recover.

First draft would be like this...
If you have your mouse over the PPA it will show you how many homes the province has.... and the PPA is split in two.. one with homes and one when homes have been razed..
I want to see a kingdom do a peasant pump right before war. let me know before it starts so I can get intel and watch.
Well that would be another page I believe... I am sure you can read something from a KD page.. and "assume" what state they in..
Common sense???
