If he razed his Watchtowers then the damage would be increased.
nah he didn't have watchtowers and he still hasn't got watchtowers

He could have just drafted solds (if this happened across a tick)

CE says he did recieve aid, but I think that was food, not soldiers.

and he also got kidnapped and fireballed severely, so he's unable to draft those soldiers for himself

Maybe, he released some military and was about to release the solds into the peasantry when you got him with the ops. He had more solds at the time so you got better gains on NS.
