In the united states, most especially the military, that's what it means. Outside the U.S. most people have never heard that associated with the marines. It's not disrespectful to the marines, but they really don't "own" the phrase.

Im sure you are aware that Abe Lincoln died in the 1860s and the Boer War was well over 30 years later.
Also, it was the Brits and Empire contingents/volunteers, not the Americans fighting the Boers.
