Any building that is not being worked will lower [efficiency a little] BE. In the case of land with homes on it the job of a home is to house people just being built a house fulfills its job . . . One unit of barren land counts as if a 100% of the jobs on that acre of land are not being work so if one can keep 100% jobs filled one can have up to 67% barren land.

Homes have a job. Their job is to house people.
TehDude your strategy would do better if you had 100% jobs fill this will keep your BE from drop even with the 67% barren land. The strategy could work but it is risky.

a barren acre does not produce any jobs
if you paradice/explore (ie GAIN non-built land) the following numbers will not increase

I guess so. But you don't want to cause too much of a rattle snake.
It's about 16% more def or 21% less losses.
