    BE Calculation

    Current Available Workers: 11,756
    Current Available Jobs: 14,750
    Building Efficiency: 103.5%
    Workers Needed for Max Efficiency: 9883

    Tools Science - 4.1%

    If I have more workers than needed for max efficiency, shouldn't my BE be 104.1% and not 103.5%? or is there some other calculation that goes into it?

    It takes time for BE to rise and fall (similar to ME). Give it another day and it should be near full. However, once BE drops below 100% (raw), it is not possible to get it back up to max levels. 99.9% is the highest (+ any sci or race bonus)...

    So in this scenario, the maximum I will ever be able to achieve is 103.99%

    You can get your BE back to 100% (not counting science/racial bonuses), but you need to get all of your jobs filled. In other words, unemployment.

    lol bro if you kidnap people from another province that doesn't help your Raw BE go up. Unless your max population hold the extra people in which case give it a day. However the max your Raw BE can ever reach now that it has dropped below 100% is 99.9%

    If you have unfilled jobs, kidnapped peasants will fill them and thus raise your BE.
