    It basically comes down to:

If your army is gunna always be out, youll want most of your offensive army as off specs then the rest elites/def specs. If they'll always be at home you'll want def specs.

If your keeping them home a lot but do want to do big attacks when the chance arises, youll want elites.

Depending on where you are in the spectrum, youll want a portion of each unit type.

As said, it bloats your NW. I ran a Gnome for two ages. First age, I was full elite and found that it was quite hard to find someone to hit for max gains. Second age, I had a full elite offensive army, it was better but still I found it useless to have so many elites.

If I did it again, I would split my offense 50/50 with elites and off specs. You won't need more elites than that.

The nice thing with gnome units is that none of the units are obsollete, all three unit types can be used, depending on the situation, as others have pointed out.

I played gnome last age. I had all three unit types. About 40% of my army was defspecs, 40% elites and 20% offspecs. I had enough defspecs+elites to be awfully "safe" when I was home, and I could still take advantage of the NW thin offspec. I never had to send out all elites, thus I never missed out on "suiciding potential" (I was mostly random grabbing).

Again, the ratio you want to run depends on your situation.

nw inflation of a gnome is overplayed, its not a big problem. They have high losses cuz of no hosp, so nw fluctuates way too much to matter. utopia isnt played in freezeframes, and every moment a province is subject to change. The only reason a gnome runs specs is to slay drake, which is the 10% or so zauper explained earlier. The gains curve currently allows you to hit in the range of 90-110% for max gains, so really, where is the problem? :)

Gnome isn't a very good race for keeping your PPA down. Which is an absolutely silly thing to attempt in the first place.

    Post Pollination Acrobatics.
Catwalk's crusade for legalized cheating was a stunning success, with ghettos and low-tiered teams everywhere losing their wells of knowledge to better kingdoms in the process.

Step one: replace everything that works.
Step two: blame the predictable epic fail on outside forces.
Step three: keep the community informed that no progress has been made since the last update.
Step four: thank you for your patience.

Point per acre ;) Bla, I forgot which it was.. *old* But I am with Sandman and the turtling, me likes turtling after a long war, hard to do with offspecs. I try and use the gnome as a semi rotating halfer of old RA style, and release the off specs after the wars for semipumps..

Right now as an attacker gnome i try to have something like this :

    1/4 off spec
    1/4 def spec
    2/4 Elite

Im around 3000-4000 acre . Most of the time im able to attack whit all my off spec + 1/5 of my elite , i didn't gain lot of acre caus i attack (retal) poeple smaller then me but im still able to gain 200-300 acre per hit and thats plenty for me.

I already have alot of networth for my land, it will be way worse if i try all elite army :)

Yeah, gnomes have high networth anyway, so anything that can be done to lower it is good. I keep enough def specs to have 40 dpa with all military out; enough elites to have 90 dpa with TW and MP on in fort (for OOW pumping), and all the rest into specs.

It is worth trying for a 1:1:1 ratio for war. This won't be great OOW as it prevents full turtling, however in war nobody should be turtling anyway. The nw difference between a leet and off spec is quite significant, so off specs are better for war. Also, specs can be used to kill dragons. The only downside with specs is that they die easier to NS, prop, NM, and MS. Not a major negative, considering the nw efficiencies they give.
