Dragon cost

I understand the dragon HP is around target KD NW/40 or so.

But how do you calculate the cost to fund your dragon? I'm assuming its proportional to my KDs NW?

1.75 x enemy NW
war = 100% of above
mutual hostile = 75% of above
else = 50% of above

EDIT: Blooper, those modifiers are for dragon HP. Cost is the same regardless of relations.
