This is way too simplified :) Anything can be annoying in the right situation.
war: elf attackers running 2.5 raw tpa and wpa + science + CS + RM
OOW: turtling gnomes who you want to hit =)
War:gnomes who propaganda whole war long even if they fail 9/10 of the ops
oow: mostly gnomes

I kinda agree with greenie. Altough gnomes + orcs are a pain at wars.

Gnomes are definitely the most annoying oow. Because they are hard to break when they are turtling, and they can always retal, really hard to pick which ones will and won't.
In war, actually wouldn't know since we haven't warred this age :/ But in our hostiles, elves/gnomes/dark elves were all fun. The gnomes turtled, which was kinda annoying.. but an attacker that doesn't attack isn't really that annoying. I would imagine an orc that can double tap for 15-20% of your land per hit would be pretty annoying.
