A fireball will kill more peasants than a non-elf, i get that.
BUT a MS will kill more ? Or last more times ?

MS will last longer, don't know if it will kill more..

Magic penalty: you are correct.

Elf, MS will last longer and unless someone shows any facts that state otherwise I am inclined to think that it will not kill more. That would be a double bonus and I doubt it was implemented that way.

as said above the logical thing is that it modifies duration on duration ops and amount on amount ops..

it will last longer as meteor's effects are already stated somewhere in the utopian wiiiiiki =)

All time based spells are only affected where their duration is concerned.
