Elf : banks/arms?

Hi there, planning on playing as an elf/war hero next age.
If I say have 20% free space for banks/arms, what is best? All banks or like 50/50? En should I go for full leets for off or a mix of off specs/leets?

You may want to wait until next age and see what the changes to race/pers as well as buildings are.

Anyway you want to run all elite offense, but if you can't afford that you obviously need to train some specs as well, in war for example there is no point in training elites.

Regarding buildings, I don't think that arms are better than banks, I haven't calced in a while but generally arms are more of a pump building than something you run all the time.
