From the Artisan description, the 25% bonus should affect the flat rate component of banks (25gc/h) but not the % income increase.
On Angel building calculator its not affecting either.
Can someone just confirm that it does work for the flat rate component? I dont fancy razing/building banks on gen to try and work it out if someone else already knows for sure ;)

it does work on the flat rate effects of banks and it shows the effect in angel when i use it.

I am in agreement with sully. Artisans gives more than 25gc/h. If you want to know something for sure try it in the game and you will have your answer.
Too bad your artisan is too cheap to even consider aiding your team, vines.
