ironically, as long as the gnomes can afford to retrain, they arent THAT bad =)
last age we were a mostly orc kd, and warred a full gnome kd, our armies dropped about same rate, mainly cause whilst we lost 8-points/troop, they lost 5
and with their lower training costs, they were actually able to start pulling ahead in term of army after 48 or so hours
combined with NS, they shouldnt be discounted

rogue or warrior is easily the best choice for gnome tho
shep/sage are ok if you wont be using the stealth or faster attack time

gnome/rogue with propagandas (I know not as great as NS) are pretty darn good though, I always loved the though of simply stealing another provinces units (esp since if you run good TDs can pay for theif losses of ops and strengthens your own provinces wpa/military).

propagandas are just an opp to make you feel good and personal honor whoring, if you really want to assist your kingdom in war NS, AW and GA are the only opps your should should be using

I disagree Star. While I was not rouge last age, so did not use prop myself, there were 2 t/ms in kd that used prop in order to replace losses sustained in wars. This was particularly effective against mages when my guys lost wizzies... they just took em from the other team!

gnome/rogue spammageing propagandas >>> not doing A/T at all ;)
somtimes its okay to use a OP thats slightly less strong if its main selling point is that its strengthing yourself at the cost of your opponents.

if you had 20 A/Ts doing propagadas itd hurt enough anyways :P
