Yes... barracks/gs/forts/tgs are the vile scum of buildings and anyone running any %-age of these should be assumed of themselfs for doing their province so wrong!.
now go build 40% 30%tower 30% guilds 10% farms and paradice.
or your 20% stables because their so much better than TGs, throw in some Liberies/schools and pump those channeling sciences!

He is probably running 10% farms...30% mills...40% banks and and 20% school :P what will you do with towers and guilds if you never need to cast any spell? xD
Probably also an artisan, then he gets 25% more buildings ! wow, value-for-money strat.
