It is not practical to be 99% draft. However, if I was 99% draft I would attack the opponent and take their land before they could land lust.

For gnome this is best to run all elite it allows for more opa with less net worth and the bigger a gnome gets the more offense a gnome will be able to have compared to the other provinces his or her size in net.
