Decrease Building Costs by % * 4 (Max of 99%)

Does this mean that if I have 100 acres I can build 99 acres of mills and they will still ALL help me?

OR does this mean the most I can have is 24.75% because 24.75 * 4 is 99%

It means the maximum bonus you can get from the building is -99% Building Costs.

And don't forget about DBE when calculating.

How would I calculate what % I need to get the 99%?

24.75/1,3= 19%mills

You need around 25%-26% to get the 99%.
