ISn't there a rule about ho many provs from a single kingdom can enter vaca mode?

Take a look at (XX:XX). They got into a war with enigma by by hitting to a larger kingdom then retaling the ensuing retals. once in war they were decimated in the first 48 hours rather than simply pressing the button and and taking the loss the hid in enigma.

Did the Utopia lords stop watching when mehul left or what???
