Max Explorable Acres

Does anyone know what the formula for Max Explorable Acres is?

I have the gold and soldiers to explore 125 acres, but my cap is 60. I have the default 120 built, plus an additional 110 that I put into progress.

you can only explore untill half your land would be built

so formula is this:
max explorable acres = total acres - (2* current unbuilt acres)
