I know once you're out of protection, you can increase your draft rate and your military wages. Right now I'm not being afforded that option, and I don't know if it's because I'm under protection or because the game is "paused."

Later as in when Protection wears off, or sometime during?

You get them soon as game actually starts, well, aggressive will just happen, you can change your draft rate all you want.
yes, draft rate (%) may be adjusted, but not the draft level or wages. Those will open up YR1
