    um....
your builds seem really very defensive
and, the 20% schools, 20% arms in OOW build seems a bit excessive
your army is dirt cheap, i hardly think you need arms
also, you do realise you are rebuilding 50% of your land between war and non-war?
finally, do point having 20% libs, i doubt you'll get enough science for it to be worth it

EDIT: knew there was something missing
    GUILDS AND TOWERS!!!!!
    Deliverance -> secrets -> anzac -> mercy -> rage -> "ghetto"

Shepard is rubbish. Go with rogue or something, maybe cleric? You don't need amories as you have no expensive elties to train. You'll never get enough science in a short age to need Libs or schools. Also, might want more than 10% homes in war, you'll need the birthrate bonus to make up for high loses and bithrate penalty

And yes you'll obviously want some guilds and towers

Shep is a situational personality, you have no reason to use it at your level of play. Rogue is much better at all tiers, on average.

Schools are never useful in the pursuit of books. Schools are useful in that rare occurrence that you 'accidentally' build 50% schools, and get learned the hour after they come in, also known as never.

You need guilds and towers. You don't need libraries at any point. You don't need armouries, and no-one else would need them either beyond protection. Thieves' Dens are slightly too high OOW. You need more farms, don't even think about wasting your stealth and potential for gold on stealing food.

Gnome is not the optimum A/T base race since the elite value dropped to 5/4, Human now fills this role. Gnome A/T is for key provinces only within a proper build with consideration of the distribution.

Its too late to reset, and gnome/shep isn't too bad. His build needs work though

Armories -- Don't build anymore, but no need to raze them yet. They'd be useful if you were receiving massive aid, otherwise banks are better.
Thief Dens -- let them dwindle to 10-15% as you grow
Schools -- suck, raze as soon as you can (but training miltary is the priority early age)

Get 15-20% guilds asap and 4-5% towers. If you have no wizards, you'll be destroyed by fireballs in war. Probly gotta bump the farms to 8 or 9% early on, less as ur food science improves.

In your war strat, try to limit the amount of land u are converting.
    Libraries -- suck.
Forts -- if u use them, include them in your oow build too.
Homes/Banks -- let them dwindle as war approaches, dont raze though

Get 1% Dungeons and keep it oow, get 5% stables increase to 10% as war approaches, TG's you could build for war and raze afterwards to pump.

Is that what your war build is gonna be all age?? or only for start of age for war oop? because there is a big difference between the two.
you have to have a different strat before and after pumping mages, science and army.

just so you know, in forum, you wont always get the info you need, ask teamates. king will usually help or will direct you to someone that can
