I got my stuff all trained, but it didn't prompt me anything, but it's clear that 195 instructors are fully capable of training some 700~ soldiers.

It is just part of what they have put in place to stop some from being able to race away in terms of exploring, training etc.
hmmm wil wait for an official explanation :)

Military instructors, professors and other caps on exploring, training, sci was to prevent bug abuse. Some smart cookies realised that if you trained 1 troop at a time it gave you the troop in 12 hours. Each military proffessor lets you train a batch of troops. Thus preventing the bug abuse.

but that would go against policy about keeping the players in the dark about everything Luth=0
all they need to do is randomly distribute on the queue
