Also you cannot even op them as they are considered in Vacation Mode.

They went to the Aid page.
They clicked "Send Aid".
The aid was sent.
The province received the aid.

While this was not an announced change, that doesn't make it a bug ;) A bug is something behaving contrary to its intended or stated behavior - kingdoms being able to declare on other kingdoms that are smaller than 50% of their size when the guide states that this is not possible, for example. What you have here is a change that was not announced. However, it's not a malfunction, it's not a fault in the code and it's most certainly not a "bug" - it's just a change in the rules of the game that you didn't know about.
It's cute that you assume me not agreeing with you or understanding your flawed logic means I'm stupid though :)

i doubt it ever was intended to make it able for a prov to receive aid when in vac mode. the correct wording should be that all actions are frozen for the time a prov is under vac mode.

and talking about logic, how is it being able to create a free bank to hoard resources onto that no one can touch logic? is a lil too big advantage=)
Obviously this is a bug. Quite how its exploitation gives the person/people involved any excitement or interest from playing the game isn't obvious, but some people enjoy watching paint dry.
