so i was on utopia kd page, randomly checking out some targets..and potential warring ones too:|

when i came across this kd.

i noticed viscount

then as i scroll down the page i realised that i am looking at a kd with ZERO wars but has 4 viscounts..and the entire kd is in protection :@

Can someone explain this?

btw the kd is 15:27 , if ur think i am lying
