The problem is we're not all getting screwed equally. This is basically like extended protection, and some races and personalities profit a lot from this the longer the game goes without attack and sabotage ops coming available. Like dark elves, for one.

There's a guy who attacked with -900k elites, -900k warhorses and -180k mercs. He received the full value of 180k mercs in cash! (That's 63 mil gold)

Deleting or resetting anyone who attacked with negative troops shouldn't be too difficult. The fact that no-one can actually attack is bad, although since there are the usual bug abusers it is probably just as well they can't attack properly as it is easier to fix if they haven't taken acres off others by cheating.
