odd ... finally an ending ... =) I LOVE YOU B&S!!!
1. Clarify or fix watchtowers. They supposedly weaken damage done by thieves, but even people with 20% watchtowers report no difference in damage done by NS, etc.
2. Slight buff to Artisan: increase the bonus of capacity buildings to +40% (but do not increase the bonus to flat rate buildings!) and allow them to make half-use of buildings under construction [so any building being built counts as 1/2 of a building of that type.]
3. Weaken dwarves.
4. Slight buff to Mystic: instead of all guilds being twice as effective, just give them+100% spell efficiency. This saves them some population space. However, it does mean they will no longer get max duration with 10% guilds. They will have to use 20% guilds to get max durations, but their wizards will not take up all their population.
5. Slight buff to gnomes: Give them back quick feet. Let all spying operations take only 1 stealth for them.
6. Give elves a slight buff. They were indirectly weakened (since halvers are immune to clear sight) and they were already a weak race. Maybe make their elite only 5 NW to give them a minor NW-efficiency advantage.
7. Give DE slgiht buff: NMs were cut in half with no compensating strengthening.
8. Merchant needs major buff: change plunder protection to -50% Allow sending of AID without changing of Trade Balance for either party.
9. Buff Sapphire dragon.
All i want to see is mod of and mod def removed from SoT

A return of the CB and CE - either that or make the number of thieves lost in getting CBs much, much lower. There was absolutely no though put into a warrior race trying to get intel from a Halfling or Gnome, especially if they have been hit once in war etc.. Losing 40 to 50 thieves per op and upwards to 150 per attempt for a CB is beyond reasonable.
Warrior races have to run at least a 3.5 tpa to have any possibility of success. They are a warrior race for a specific reason - making SoTs the way to gather intel causes the warrior races to have to run a rainbow strat while the thief races can carry on as usual with huge benefits.
CBs were fair to everyone - SoTs are not and clearly favour 2 specific races.
Give me back my crystalball.

Swap spells around, so others than dark elves and dwarves have useful magic.

let monarchs have the option to put a prov in sit mode if the player is MIA or sitting runs out earlier than expected.
and 2nd Bishop should have to play as a girl and name his prov fuzzyPwnsBishop (wuv you bishop)
if u move a new player in and they leave they should give up the prov and the kingdom gets the move code back but player in question would have to like tick a box to confirm he/she is leaving - so many move codes are wasted atm cause you bring in a potential decent player only to findout they are useless (like wannes)

reduce thieves needed for min accuracy and make intel ops immune to wts thief reduction mechanic. could also reduce losses on intel ops in general.
reduce min accuracy on intel and/or attack randomness
provinces that go inactive become available to trade, if the kd has invites left
remove chastity and fools gold from 0 relation ops, add them to UF.
let raze kill acres in war

I agree the current setup means a kingdom needs a couple gnomes and some coordination. How is that a bad thing?
All it takes is a 1-thief gnome SoT and a 1-thief SoM from ANYONE to have perfect intel on a province.
Decreasing the inaccuracy on low-thief SoTs might be okay...but nothing else needs to change. A 30-thief SoT could have an upper error of, say, 10% and that would be a good compromise. Someone could just take several of those and average them if they had no other recourse.
This is the most horrible suggestion. It would make war even less beneficial than it already is. People should get more excuses to war not less... It was removed because with it in the game it was no way for war to be beneficial for either side.
I agree with this though, being able to do such massive damage from no relations should not be possible (even if both are extremly limited ops, when they are damaging they are extremly so). In addition removing this would make multies even less attractive.
I would suggest to make the races and personalities more balanced. Avian and somewhat dwarf are just stronger than the alternatives (with DE and halfer as viable support races). Sage and shepherd are stronger than all the other personalities. Either buff all the less powerful ones or make the make the more powerful alternatives less powerful. Something on the lines of some of the suggestions in the suggestion forum(i can not post link because i don't have 10 posts yet apparently), but anything that brings balance would work.
Why do people think it's good to force certain races and personalities on the players?
Shouldn't ALL races be viable, and have the same level of use?

It's stupid. Make gnome useful for real, instead of forcing it to be an intel whore. Intel whore gnome is just as bad as self-spell whore elves.
