Sage is by no means killed. The free sci points per 2 acres were nice but they weren't the most important factor by a longshot.

Is it only on traditional march, or is also on plunder/learn/massacre?

orcs get +50% on attacks that gain resources - learns, plunders, land hits.

Quickfeet not affected by mystic bonus (updated q+a)
